Voluntary Enrollment in the National Pension System for Members of the National Community Abroad

Definition of Voluntary Enrollment:

Voluntary enrollment in the National Pension System is an option that allows members of the Algerian community abroad to voluntarily join the National Pension System, ensuring them distinguished social coverage that includes health and maternity insurance, in addition to benefiting from a pension or retirement grant.

Legal Basis:

  • Executive Decree No. 22-351 dated October 18, 2022.

Conditions for Voluntary Enrollment:

To join, the applicant must:

  • Be of Algerian nationality.
  • Be registered with the diplomatic or consular representations of Algeria abroad.
  • Not exceed 55 years of age when applying for enrollment.
  • Practice a professional activity whether as an employee, semi-employee, or self-employed.
  • Not be subject to mandatory enrollment in the National Social Security System.

Contribution Obligations:

  • Contribution rate: 31.25% of the declared wage base distributed as follows:
    • 13% for health and maternity insurance.
    • 18.25% for retirement.
  • Minimum declared wage: Not less than three (3) times the reference wage.

Payment Method and Payment Options:

  • Contributions are paid in convertible currency.
  • Payment is made quarterly, and must be settled during the month following the end of the quarter.
  • Late payment results in a 15% increase per quarter, and leads to loss of rights related to the unpaid period.

Benefits of Health and Maternity Insurance:

The social coverage of voluntary enrollment provides in-kind compensation for health and maternity insurance, provided that services are received exclusively within the national territory.

Registration:

Registration is done through the digital platform https://teledeclaration.cnas.dz by following the steps indicated by filling in the fields with your information. After authenticating your account, you and your dependents can benefit from the in-kind benefits of health and maternity insurance, as well as retirement benefits in accordance with the legislative and regulatory provisions in force in this field.

Benefiting from Retirement Pension:

  • Enrollees are entitled to receive a retirement pension upon reaching the age of 65, provided they complete a minimum of 15 years of contributions.
  • The retirement pension is calculated based on the average contributions for the last ten years.
  • In case of not completing the required contribution period, the missing years can be credited up to five (5) years in exchange for paying the related compensatory contribution.

Retirement Grants for Beneficiaries:

  • In the event of the death of the enrollee, the rightful beneficiaries benefit from the transferred retirement pension.
  • The spouse can benefit from the transferred retirement, provided there is a legal marriage contract.
  • Retirement grants are paid starting from the day following the death of the enrollee.

Important:

  • Cancellation of enrollment in the voluntary National Social Security System is done by the beneficiary through the electronic portal that was used for registration.
  • When this procedure is taken, the system automatically determines the date of the end of rights.
